Introduction to Environmental Regulation starts with an overview of the legal framework for environmental regulation. This overview focuses on those aspects of our legal system that affect or involve environmental regulation. The class topics then turn to the specific environmental statutes that are the source of most modern day environmental regulation. The statutes that are media specific, such as the Clean Air Act and Clean Water Act, are covered first. Then, the statutes that are broader in scope such as Superfund and the National Environmental Policy Act are reviewed.

Texts for the class are the Government Institutes Handbook of Environmental Regulation and A Civil Action, by Jonathan Harr. Any version of the Government Institutes Publication since 1993 would be acceptable. A Civil Action is available in paper back. This book was the basis for the movie starring John Travolta. As is almost always the case, the book is much better than the movie. The book is also the true story of a toxic tort law suit that illustrates many of the topics covered in this class.
